Having a Phone Number gives you a new ability: you can now receive calls from any telephone network (mobile, land line, satellite..). A simple example: you are a company based in France and send salesmen to China. The French office can subscribe to a Chinese Phone Number allowing your salesmen to call you on this number at the cost of a local Chinese call, thus minimizing company expenses on international calls.
